Remember when Obama said he wanted a “national security force?” Not the national guard, but a civilian one that has not sworn to uphold the Constitution? On July 2, 2008 in a speech in Colorado Springs, Barack Obama called for a police state.
Remember that first alarming glimpse of what that army might look like? Notice how much these “Hitler youth” type young men talk about health care!
Obama just got his private army…
…And no one seems to have noticed. It is buried in the Senate revisions to the health care bill.

SEC. 5210. ESTABLISHING A READY RESERVE CORPS.
Section 203 of the Public Health Service Act (42 U.S.C. 204) is amended to read as follows:
SEC. 203. COMMISSIONED CORPS AND READY RESERVE CORPS.
(a) ESTABLISHMENT–
(1) IN GENERAL.–here shall be in the Service a commissioned Regular Corps and a Ready Reserve Corps for service in time of national emergency.
(2) REQUIREMENT.–All commissioned officers shall be citizens of the United States and shall be appointed without regard to the civil-service laws and compensated without regard to the Classification Act 2 of 1923, as amended.
(3) APPOINTMENT.–Commissioned officers of the Ready Reserve Corps shall be appointed by the President and commissioned officers of the Regular Corps shall be appointed by the President with the advice and consent of the Senate.
(4) ACTIVE DUTY.–Commissioned officers of the Ready Reserve Corps shall at all times be subject to call to active duty by the Surgeon General, including active duty for the purpose of training.
(5) WARRANT OFFICERS.–Warrant officers may be appointed to the Service for the purpose of providing support to the health and delivery systems maintained by the Service and any warrant officer appointed to the Service shall be considered for purposes of this Act and title 37, United States Code, to be a commissioned officer within the Commissioned Corps of the Service.
(b) ASSIMILATING RESERVE CORP OFFICERS INTO THE REGULAR CORPS.—Effective on the date of enactment of the Affordable Health Choices Act, all individuals classified as officers in the Reserve Corps under this section (as such section existed on the day before the date of enactment of such Act) and serving on active duty shall be deemed to be commissioned officers of the Regular Corps.[Note here that those personally appointed by BO — without advice and consent of the Senate — automatically become a part of the Regular Corps. Ed.]
(c) PURPOSE AND USE OF READY RESERVE.–
(1) PURPOSE.–The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed service’s reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.
(2) USES.–The Ready Reserve Corps shall–
(A) participate in routine training to meet the general and specific needs of the Commissioned Corps;
(B) be available and ready for involuntary calls to active duty during national emergencies and public health crises, similar to the uniformed service reserve personnel;
(C) be available for backfilling critical positions left vacant during deployment of active duty Commissioned Corps members, as well as for deployment to respond to public health emergencies, both foreign and domestic; and
(D) be available for service assignment in isolated, hardship, and medically underserved communities (as defined in section 399SS) to improve access to health services.
(d) FUNDING.—For the purpose of carrying out the duties and responsibilities of the Commissioned Corps under this section, there are authorized to be appropriated such sums as may be necessary to the Office of the Surgeon General for each of fiscal years 2010 through 2014. Funds appropriated under this subsection shall be used for recruitment and training of Commissioned Corps Officers.

Apparently this “reserve Corps” has been in existence since 1993 with a cap on enrollment of 2500. See section 5209, same page. So what have they been doing since then? Playing at being a militia up in the northern Wisconsin woods?
I can’t find a readable copy of PL 102-394, only references to amendments to it.
OK I found the references. The corps in question is 60 years old, and is intended to provide emergency health care in disaster areas or something close to that. Sorry, guys, no secret army.

In defense of Nancy Mathis here on our blog – if Bill is correct, do you still really trust that Obama will not use this provision for a health care army to the full extent of his powers? Just because it already existed and was amended in the current legislation does not mean that he will not abuse this and he has shown every intention of doing so.
I respectfully disagree with Bill on this. All you have to do is listen to Obama’s own words on wanting a Civil Defense Corp. There are none so deaf they will not listen apparently…
It’s clear to me that a significant and robust Civilian Force is being created by Obama… all we need to do is look at the wording in this bill (e.g. “and emergency response missions”) AND look at these 2009 legislative instruments for starters:

I’m not sure that the main point is that it’s been in existence since 1993… IMHO the main point is that Obama is taking it to an extreme level that we’ve never before seen in our country.
Another example in reference to what Bill is saying might be the Council of Governors… the Bush administration called for development of the Council of Governors in response to what happened after Katrina, but he never established it.
Obama took that concept and is acting upon it via his Executive Order. All one needs to do is look at the Governors he’s chosen and it’s so clear that he’s using this vehicle to ‘transform’ our country in a way we never thought he would.
The point is not that the concept of a Council of Governors was established prior to Obama, the point is how Obama is using that concept.
I hate this bill just like everyone else, and hate to see an uneccssary expansion of government workers, which should have been debated.
But this is fairly innocuous.
The Surgeon General is the “Chief of Staff” of the USPHS, which is a “Uniformed Service” and has been around in one form or another since around the War of 1812. It started as doctors on Merchant ships(hence the Navy uniforms).
This just establishes a “reserve” program for them similar to the Army Reseve.
If this “health care army,” has been in effect for 60 years, why have they never been heard of before? Why isn’t this funded by the military budget? and why is this in a health care bill that is already unaffordable and already puts this country in danger because it is stripping money from Social Security, Medicare, and taxing employers to the point that jobs will be lost because of it.
So why, do we need this army, at this time, and why is it hidden in the Senate reconciliation of the Health Care bill where it was not seen during debate.
@ Wren, Public Health Service Commissioned Corps is a uniformed service, but not an armed service. They are mostly medical people, and never carry weapons as part of their duties. Look for pictures of the Surgeon General and check out the uniform. It’s not part of the DOD because it doesn’t do defense stuff very often. Coast Guard doctors are all part of USPHS Commissioned Corps. The corps also supports the Indian Health Service, Centers for Disease Control, and other health-related stuff. A reserve corps may or may not be a good idea, but it’s not the part of the bill you have to worry about. There are plenty of other parts of this awful bill that should scare you.
