We want to provide you with facts and information about the Healthcare Reform law that you can share with your family, friends and neighbors. It’s important to know what to expect because it affects every American.
In addition to the information on this website (http://noisyroom.net/blog/healthcare/), key benefits and costs are summarized in a 2-page/double-sided FLYER that you can click on and print. Please feel free to distribute it through email, in neighborhoods, at libraries, community centers… virtually anywhere and to anyone -where allowed and as appropriate. Notice the effective dates on some of the features that we pay for; some don’t go into effect until after the November 2010 election, while others don’t go into effect until after the 2012 Presidential election.
Summary
Congressional Budget Office’s (CBO) analysis of overall sources of funding for the $1.055 TRILLION Obamacare legislation:
- $60 billion penalties paid by individuals and employers that do not buy insurance
- $196 billion in reduced Medicare scheduled payments
- $36 billion in cuts to Medicare and Medicaid Disproportionate Share (DSH) payments
- $70 billion from premiums for long-term care insurance (CLASS Act)
- $132 billion in cuts to Medicare Advantage Plans
- $32 billion from taxes on high-cost health plans
- $210.2 billion in new Medicare taxes on wages and self-employment income (0.9 percent) and on investment income (3.8 percent)
- $60 billion in fees on insurance companies (2014-2018), plus $14.3 billion per year plus adjustment thereafter
- $27 billion in fees on manufacturers and importers of branded pharmaceutical (2010-2019), plus $2.8 billion per year thereafter
- 2.3 percent excise tax on medical devices
- $58 billion Pell Grant privatization (unrelated to health reform)

Some of What We Pay:
- $150 to $240/month for long-term care insurance, taken out of your paycheck (effective Jan 2013)
- $2085/yr per individual (or 2.5% of gross income) as “individual mandate penalty” (effective Jan 2014)
- Increased health premium for both employer-provided & self-employed coverage (effective Jan 2011)
- 2.3% increase on all medical devices (effective Jan 2013)
- 10% increase on indoor tanning (effective Jan 2010)
- Seniors using Medicare Advantage will see premiums rise/benefits cut
- $500 Billion taken from Medicare to help pay for Healthcare Reform
- $2.5 Billion increase on prescription drugs (effective Jan 2011); increases continue upward each year
- Increased tax for those who itemize medical expenses; only amts over 10% of income vs 7.5% (effective January 2013)
- $2500 limit on Health Savings Accts /MSA/Flex plus other limits and increased taxes (effective Jan 2011)
- Loss of some employer-based coverage (e.g. AT&T, John Deere, Verizon)
- Loss of some jobs (e.g. White Castle); hardest hit are lower income workers
- 3.8% tax increase on interest, dividends, home sale, investments, capital gains, if gross is $200K/$250K (effective Jan 2013)
Some of What We Get:
- Stay on parent’s policy until age 26 (approximate cost today for an unemployed
23 year old can be $300+ per month) - Coverage regardless of pre-existing conditions
- Coverage for most people who don’t currently have it (Update 3/23/10 – The Congressional Budget Office projects that millions will remain uninsured)
- Health and Human Services (HHS) will define which treatments are allowed and which are not allowed
- 16,500 new IRS agents, at an average pay & benefits of $119K+/yr per agent – paid for by you – to enforce Healthcare Reform and collect the increased costs you owe
- 111 new government agencies, fully staffed at an average pay & benefits of $119K+/yr per employee – paid for by you – for each new government employee
- Civilian Army Reserve Corps to act within the U.S. under Federal control
- Student loans controlled by Federal Government with quotas for certain segments of the population; 2 years of Federal service in exchange for 1 year of education
- Food and lifestyle restrictions/regulations for you – to ensure you follow Healthcare mandates
- Government registry of your prescriptions, your medical records, and Class II & III medical devices

Health Care Law – 63% Favor Repeal of National Health Care Plan
Monday, May 24, 2010
Support for repeal of the new national health care plan has jumped to its highest level ever. A new Rasmussen Reports national telephone survey finds that 63% of U.S. voters now favor repeal of the plan passed by congressional Democrats and signed into law by President Obama in March.
Prior to today, weekly polling had shown support for repeal ranging from 54% to 58%.
