Where Are We Going?

The installation of a new computer has – incredibly – slowed down my writing for about a week. Learning new systems can be a challenge.


The date I have written here is 2014, and I am pleased that I remembered.

With all honesty, this was the major change that “the new year” represented for me. But I have no desire to be insensitive: And so, I thank all who wrote to wish me a good new year, and extend the same wishes to all of you. Mostly, however, I extend these wishes on a personal level: may each of you have health, loving family and friends, satisfying work, secure income.

For the world, I have enormous unease. Certainly no balloons or fireworks. Only prayers: May Heaven help us.


This will be a beginning of the resumption of writing, with more to follow. I take a look at what is transpiring here, and what has been happening over the last few days, and I am overwhelmed by the stupidity, the emptiness, the immorality of the goings-on. Indeed, Heaven help us.


Late at night on the 31st of December, Israel released 26 murderers of Jews, terrorists who were in Israeli prisons since before Oslo, but whose terms had not been completed.

This sparked an enormous sense of grief in the nation, a grief that, quite frankly, left me carrying unshed tears: it should never have been allowed to happen.

Our prime minister spoke about honoring commitments already made. He didn’t convince me.

But did Abbas express gratitude for this? Of course not. Silly question. He declared that there would be no “peace deal” until every last vile, scummy, sub-human terrorist was released from our prisons. He gained this much, why not shoot for the whole thing? Maybe Kerry would be able to get this for him.


When Kerry arrived here a couple of days later (and more about this below), Netanyahu, in his opening statement, registered distress about the fact that Abbas celebrated the terrorist releases: “A few days ago in Ramallah, President Abbas embraced terrorists as heroes. To glorify the murders of innocent women and men as heroes is an outrage.”


Abbas did indeed refer to them directly as “heroes”: “Today is a day of joy to our people, our families and our hero prisoners who’ve achieved freedom…”


But I wanted to say, “Come on, Bibi! You knew this is what Abbas would do when he demanded their release. The problem lies in the fact that they were released. If you didn’t want the celebration, you should not have let them go.” The question to be asked is: “What sort of people demands the release of murderers in order to negotiate peace?”

They were let go as part of what is supposed to be a “confidence building measure,” which is pathetic. They were released, as I have indicated previously, because of major pressure from the US, and for no other reason. Abbas demands this because it increases his very meager support among the Palestinian Arab people. It is a popular move, which tells us a whole lot about the Palestinian Arab people. And Kerry? He’s so eager to get Abbas to the table he would agree to many outrages.


What I have learned is that a handful of the prisoners let out last week had Jerusalem residency cards and were released to eastern Jerusalem. This is exceedingly troubling. According to Arab sources, the last batch of prisoners will include some eight with Israeli citizenship. This is unacceptable twice over. If Abbas wants “his” murderers released, that is bad enough, but it is one thing. Asking us to release Israelis who murdered other Israelis and were tried in Israeli courts in something else and should not be tolerated under any circumstances. They fall under Israeli jurisdiction exclusively and Abbas should have nothing to say about them.

Right now, it seems that Netanyahu is distancing himself from this and will not confirm the reports:



If there is anything encouraging to be said about the current situation it is that there does seem to be push-back here in Israel on the Kerry “framework” proposal. We are seeing this in several ways:

Last Thursday, a contingent of 15 MKs and Ministers representing all the parties of the coalition except Livni’s Hatnua visited the Jordan Valley in protest against Kerry’s plans for removal of civilians from the Jordan Valley, and in solidarity with the people there. This visit, organized by Orit Strook (Habayit Hayehudi), chair of the Land of Israel caucus in the Knesset, included Deputy Foreign Minister Ze’ev Elkin (Likud); Coalition chairman MK Yariv Levin (Likud); Deputy Minister of Transportation Tzipi Hotovely (Likud);
and Interior Minister Gideon Sa’ar (also Likud).

Sa’ar, who symbolically poured a bucket of cement into the foundation of a new home there, declared, “It is wrong to precondition peace on the withdrawal of Jewish settlements. This can not bring peace.”


What I note about Sa’ar in particular is that he is number two on the Likud list and close to Netanyahu.

It is my contention in situations like this that Netanyahu runs a tight ship in his party and that someone like Sa’ar would not be doing what he is without a quiet nod from the prime minister. Netanyahu seems to be letting others speak out in a way that he himself is not doing, quite possibly with the intention of allowing a situation to develop that permits him to tell Kerry his party won’t stand still for certain concessions.

While the emphasis was on the Jordan Valley, because of Kerry demands – with Sa’ar saying, “The question is, where will Israel’s eastern border be? At the Jordan River or God forbid, near Netanya or Kfar Saba,” and Elkins pointing out that Prime Minister Rabin “was not willing to let go of the Jordan Valley” – there was also important talk about the retention of all communities in Judea and Samaria. This, my friends, is the bottom line.


Even Netanyahu, (see the JPost article cited above) made a statement about not being very optimistic about the PA’s sincerity about peace. You think? He alluded in particular to PA incitement and celebration of terror.

Meanwhile, Senator John McCain, of Arizona, who is visiting Israel with fellow Republican Senators John Barrasso of Wyoming and Lindsey Graham of South Carolina, met with Netanyahu and subsequently reported that:

“Prime Minister Netanyahu has serious, serious concerns about the plan as it has been presented to him…”



And Kerry? Forgive me, but I have the impression that his brains leaked out of his ears some long time ago. He is, to this moment, making all sorts of optimistic comments about the progress being made. Israel and the PLO, he says are starting to “flesh out the toughest hurdles” in the “peace process.”

But what takes the cake is the comparison Kerry actually made this past week between our situation here and Vietnam. Please see Aaron Lerner of IMRA on this: http://imra.org.il/story.php3?id=62756

For the record, Kerry’s hands are not clean, with regard to what went on concerning Vietnam. (Details, perhaps, in time.)


Ahmed Tibi, an MK with the party, was an advisor to Arafat and remains close to Abbas (which leads to questions about how such a man is allowed in the Knesset, but that is for another day). Tibi, in interview with Al-Monitor, said that he speaks with Abbas “a lot,” and that Abbas will never settle for less than Jerusalem (he didn’t say “east”) as the capital of a Palestinian state, and insists that not a single IDF soldier would be permitted on Palestinian land.

This is not new, but so much for Kerry’s suggestion about fleshing out the tough hurdles.



Other than the contentious issue of control of the Jordan Valley, I have no solid information on what Kerry is trying to sell or how detailed his framework is. Some reports indicate that he is still aiming for a final agreement by April, while others report that this is his way of making it possible for negotiations to continue after April.

There are those who suggest what Kerry is really after is the Nobel Peace prize. Hey! It could happen. His boss, Obama, got it for doing absolutely nothing so surely he might get it after working so hard for “peace.”


The area remains on fire all about us, and there is much to be examined in days ahead. A great deal of the violence we are seeing is Sunni-Shia, in one guise or another.

In more ways than one Barack Hussein Obama has missed the boat.

We have all become aware of that Russian ship that became ice-bound 1200 miles from Antarctica. The news media told us on a daily basis of the failed rescue attempts by ice-breakers to free the passengers and crew. In their typical fashion what the news media did not tell us was who those passengers were. The Russian ship was chartered by a group of scientists doing a documentary on Global Warming. So it seems it would have been too embarrassing to the Al Gore fanatics to mention this when the ship got stuck in the ice. Being Politically Correct does cover up a lot, doesn’t it?

Now it also seems that our Great Leader Barack Hussein Obama must have been one of the “passengers” who missed the boat when it sailed. Good old Barry issued one of his famous Executive Orders while the ship was en-route. Just goes to show you how out of touch he is with reality. This news just came to light today thanks to CNS News in the midst of a Polar Vortex causing life-threatening below-zero temperatures across most of America.

Executive Order: ‘Excessively High Temperatures’ ‘Already’ Harming Public Health

“Excessively high temperatures” are “already” harming public health nationwide, Pres. Obama declared on Nov. 1, 2013, two months before today’s assault by record low temperatures.

In his executive order on climate change, Obama warned that too much rain – and not enough rain – also dictated that executive action against climate fluctuations:

“The impacts of climate change — including an increase in prolonged periods of excessively high temperatures, more heavy downpours, an increase in wildfires, more severe droughts, permafrost thawing, ocean acidification, and sea-level rise — are already affecting communities, natural resources, ecosystems, economies, and public health across the Nation. These impacts are often most significant for communities that already face economic or health-related challenges, and for species and habitats that are already facing other pressures.”

What’s more, climate control “requires” action “by the Federal Government” (as opposed to the federal government), Obama declared:

“Managing these risks requires deliberate preparation, close cooperation, and coordinated planning by the Federal Government, as well as by stakeholders, to facilitate Federal, State, local, tribal, private-sector, and nonprofit-sector efforts to improve climate preparedness and resilience; help safeguard our economy, infrastructure, environment, and natural resources; and provide for the continuity of executive department and agency (agency) operations, services, and programs.”

If uncontrollable laughter doesn’t warm you up a little bit after reading this then you must be a Democrat. They seem to be a type of species who are incapable of rational thinking. Maybe they can fix this problem by altering the reports from the weather bureaus like they did with the unemployment figures from the Labor Dept.

Should the NSA Be Watching Senator Sanders?

Socialist Senator Bernie Sanders is making headlines with his letter to the NSA demanding to know if the spy agency has been monitoring Congress. Not one article has dared to ask whether Sanders and other “progressive” members of Congress should be under surveillance because of their contacts with foreign intelligence agencies.

“Is NSA spying on Congress?” asks Sanders, who has joined with Republican Senator Rand Paul to demand restrictions on various NSA programs. The senator claims to be “independent,” but is considered a member of the Senate Democratic Caucus. He was elected to the U.S. Senate in 2006 after serving 16 years in the House of Representatives, and before that as mayor of Burlington, Vermont.

Stories about the Sanders letter to the NSA on possible surveillance of Congress appeared in Politico, The Huffington Post, The Hill, Buzz Feed, Talking Points Memo, CNN and Fox News.

In a sense, the story is a bunch of hype. Like other Americans, certain data about members of Congress is being collected by the NSA, but not searched unless there is evidence of foreign and terrorist connections. Sanders wants the public to think this is sinister activity.

But no outlet bothered to go beyond Sanders’ publicity stunt to determine whether a case can be made that members of Congress, including Sanders himself, should be under investigation or surveillance. The fact is that no elected federal official in the U.S, including the president and members of Congress like Sanders, goes through a security background check.

The FBI is under the control of the Department of Justice and the President, who control its activities, while Congress is notorious about failing to investigate itself.

If any member of Congress should be under surveillance, it would be Sanders. During the 1980s he collaborated with Soviet and East German “peace committees” to stop President Reagan’s deployment of nuclear missiles in Europe, in order to counter a massive Soviet strategic nuclear advantage. Sanders had openly joined the Soviets’ “nuclear freeze” campaign to undercut Reagan’s military build-up.

The name of Bernie Sanders, then identified as former mayor of Burlington, Vermont, even shows up on a list of speakers at a 1989 U.S. Peace Council event to “end the Cold War” and “fund human needs.” Other speakers at the U.S. Peace Council event included Rep. John Conyers, a Democrat from Michigan; Gunther Dreifahl of the East German “Peace Council;” Jesse Jackson aide Jack O’Dell; and PLO official Zehdi Terzi.

Congressional hearings in 1982 demonstrated that the U.S. Peace Council was affiliated with the Soviet-controlled World Peace Council and run by the Communist Party USA. It was part of what the FBI called the Soviet “active measures” apparatus, designed to discredit the U.S. and support communist objectives.

The hearings on Soviet active measures featured testimony from Edward J. O’Malley, Assistant Director for Intelligence of the FBI. He said, “The Communist Party, United States of America, also has a number of front or affiliated organizations working to implement Soviet active measures. Foremost among them is the U.S. Peace Council, an affiliate of the World Peace Council. These organizations are often more effective than the CPUSA itself because the American people they are dealing with may not be aware that they are in fact fronts of the CP [Communist Party].”

He testified that the KGB, the Soviet intelligence service, had “clandestinely transferred funds to the CPUSA” on behalf of the Soviet Communist Party, adding, “Several Soviet officials affiliated with the KGB at the Soviet Embassy in Washington, D.C., and the Soviet Mission to the United Nations are in regular contact with CPUSA members and officials of CPUSA front groups. They monitor CPUSA activities and transmit guidance to the CPUSA officials…In 1979…the CPUSA assigned two of its longtime members to establish a U.S. chapter of the World Peace Council…The key leadership positions in the U.S. Peace Council were given to CPUSA members.”

Analyst Trevor Loudon reports that, as mayor of Burlington, Sanders hung the Soviet flag in his mayoral office, in honor of the city’s Soviet sister city Yaroslavl. (They are still “sister cities” to this day.) Sanders celebrated the victory of the Soviet-backed communist Sandinistas in Nicaragua and made Burlington a “sister city” with the city of Puerto Cabezas in Nicaragua.

In addition to evidence of Sanders’ relationship with communist and Soviet front organizations, an FBI memorandum has surfaced from 1970 examining “contacts between representatives of the Soviet Union and members of staff personnel of the United States Congress.” The memo carries the notation “Internal Security—Russia” and lists several senators, including Ted Kennedy of Massachusetts, as being among the Soviet contacts. In fact, dozens of senators and representatives, and hundreds of congressional staff were said to have been contacted by communist officials.

However, 13 senators and representatives—all but three of them Democrats—were listed by name as being preferred by Soviet officials, and targeted. Another senator listed as being among the preferred Soviet contacts was George McGovern of South Dakota, the Democratic presidential candidate in 1972. Another was Walter Mondale of Minnesota, President Jimmy Carter’s vice president, who ran against President Reagan in 1984.

The document says that “…the majority of Soviet personnel maintaining contacts on Capitol Hill are either known to us or suspected to be connected with the Soviet Intelligence Services.”

The document was obtained by anti-communist researcher Max Friedman after he got it declassified from the John Dean White House files at the National Archives in College Park, Maryland. It is now in the Nixon Presidential Library and Museum in California.

In sending off a letter to the NSA inquiring about its alleged “spying” on Congress, Sanders is apparently counting on the media not to tell people about his own personal history of collaborating with enemies of the United States. The media played along with his stunt.

It is significant that he has introduced legislation to put “strict limits” on what he calls the “sweeping powers used by the National Security Agency and Federal Bureau of Investigation to secretly track telephone calls by millions of innocent Americans who are not suspected of any wrongdoing.”

It is noteworthy that he lists the NSA and the FBI as using these powers. The NSA turns over evidence of foreign connections to the FBI for the necessary follow-up. But one can be sure, as long as a Democratic president occupies the White House, that Sanders and his fellow “progressive” Democrats in Congress will escape the scrutiny of the FBI.

We know, however, that one of the NSA’s greatest successes was known as Venona, the code name given to the intercepted and deciphered KGB and GRU (Russian military intelligence) messages between Moscow and the Soviet espionage network in the United States. The project led to the apprehension of such spies as State Department official Alger Hiss.

Forum:Whom Would You Least Like To See In A Presidential Matchup In 2016?

Every week on Monday morning, the Council and our invited guests weigh in at the Watcher’s Forum with short takes on a major issue of the day, the culture or daily living. This week’s question: Whom Would You Least Like To See In A Presidential Matchup In 2016?

The Razor: Well the Democrat is easy: Hillary Clinton. I would have preferred her in 2008; in fact I hoped she would win the nomination because I was never a Clinton hater like so many on the Right. But after her stint as Secretary of State, and particularly after Benghazi and the “WHAT DIFFERENCE DOES IT MAKE” breakdown in front of Congress, she’s not fit to be my county’s dog catcher.

On the GOP side it’s tougher. We’re still too far out to see who the main challengers are going to be, and in fairness no one stands out. I’m not much of a fan of Chris Christie given that I’m not a fan of his state nor of his anti-gun rights stances, but I suspect he’d put up a much better fight than Romney did in ‘12. Paul Ryan strikes me as another weak candidate at this point, as does Rand Paul. I hope to see one or the other grow, but I really feel that we need to find someone with management experience, and that means selecting a governor.

So I would probably select either Paul Ryan or Rand Paul as the GOP candidate I’d least like to see in the match-up, if only because Amateur Hour is over. We need experience.

PS: I personally know our dog catcher; he’s a nice guy with a tough job and people generally like him around here. If Hillary ran for his job she’d lose by a landslide.

The Glittering Eye: I don’t look forward to anyone running for president in 2016. I find the entire prospect terribly depressing.

Given that proviso it’s hard for me to give an answer to the forum’s question other than a flip one: I’d like to see any Republican who could beat Hillary Clinton run. I don’t much care who it is. I do not much want to see Hillary Clinton elected to the presidency. I’d like to see any Democrat who can beat her run. Or Libertarian. Heck, I’d even prefer a Green who could beat her.

JoshuaPundit: It’s hard to answer this one from a negative standpoint, which makes it a lil’ bit tricky (*chuckle*).

Frankly, given the mess the next president will inherit, it’s hard to see who would want the job unless they had ulterior motives. Like say, Mrs. Clinton, who already has her sycophants testing the waters for her.

What we really need, of course, is someone not part of the Ruling Class (or someone who doesn’t aspire to be part of it), who is a person of principle who would be willing to do what it takes and get their hands dirty in order to fix what’s wrong and deal with our deep seated problems. Based on that, I would not want to see a matchup between Mrs. Clinton or Chris Christie, Jeb Bush or Paul Ryan on the Republican side, among others.

We have, at this point, had three very poor presidents in a row, the worst in our history and all were two termers, meaning we have had a quarter century of dysfunctional leadership and in the case of Bill Clinton and Barack Obama, men who have avidly sought to enrich themselves personally through the office. I have often written that the issue for America is not our destruction – we’re far too powerful for that – but whether we wish to reinvigorate our Republic on the principles it was founded or become Rome. So far, based on our last three presidents I think we’re leaning towards Rome and it will take an incredible person to reverse that in the other direction.

The Roman Republic had its moment in 83 BC with striking similarities to our own in the strife between the optimates and the populares somewhat similar in outlook respectively to our own Republican conservatives and Leftist Democrats. The Republic was about to collapse in corruption, civil strife, cronyism and blatant mismanagement.

That’s when Lucius Cornelius Sulla, Rome’s most famous and victorious general and an optimate marched five of his legions back into Rome, assumed a position as dictator and took over the city.

The Senate, having no choice, appointed him dictator legibus faciendis et reipublicae constituendae causa (“dictator for the making of laws and for the settling of the constitution”).

Sulla used his powers to enact a series of reforms to the Roman constitution, arrested and/or exiled a number of people he suspected of corruption or other crimes against the Republic and carried out a number of executions of those he considered traitors or whom had acted against Rome’s interest.

Amazingly, once his reforms restored the balance of power between the executive and legislative parts of Rome’s government and codified requirements for holding office, the economy was working well again and the state again operating on its founding principles, Sulla voluntarily relinquished his absolute power, disbanded his legions and resigned two years after he first became dictator, retiring to his country villa with his family.

In spite of how he took power, he remained beloved of Rome’s people and was given a hero’s funeral by the City when he died 3 years later. His contemporaries like Plutarch credited him with saving the Roman Republic, which managed to last for another half century before Augustus turned it into an empire in 27 BC.

I relate this not because I want to see a dictatorship ruling our republic, but to show how perilously close to the edge I think we are. Hopefully the changes we need will be carried out in a peaceful way by men who are as dedicated to our nation as Sulla was to his.

Colonel Riley is married to the former Mary F. McWilliams of Capon Bridge, West Virginia. Their family includes one daughter, Mary Kathryn and son-in-law, Charles Marino; son Brad and daughter in-law, Molly, son Bryan; and several grandchildren.

The Interview

Sher: Thanks so much for being here, today, Col. Riley. You have taken on quite a task with “Operation American Spring” that has now gone viral on the Internet. Would you tell the readers what inspired you to begin the program, which is designed to lead toward the occupation of Washington D.C. in May?

Col. Riley: Five years of America screaming for some resolution from the tyrannical, dictator like regime that is taking American into the abyss….we’ve shuffled paper to congress, the media, town halls, every conceivable avenue to no avail. America is sinking desperately closer to a dictatorship…Barack Obama has no intention of adhering to the US constitution. The people of Egypt gave me inspiration…they said “enough is enough”, took action by the millions to reach a solution. Their model is applicable to America as we find ourselves in an undesirable, tyrannical regime…..we are not modeling the Egyptian government, nor their military…it’s the action of the Egyptian people we’re modeling. Our government structure is fine, our Founding Fathers were brilliant, so we’re happy with America government structure, except the tyrannical leadership in Washington, D.C.

Sher: During our recent conversation, you indicated that you are working with a small staff to accomplish your goals. After so many recent firings of our military leaders, one would think these leaders would be ready to expose Barack Obama for whom and what he really is. Why do you think so many high-ranking military men have been reluctant to say anything about this man who is openly and systematically destroying the USA and its Constitution; the Constitution that they have sworn to uphold?

Col. Riley: We have a number of high ranking military leaders who are in support of a gigantic “movement to action” in D.C. as we discuss in www.patriotsforamerica.ning.com We are witnessing exponential attention and emphasis from “grass roots” America. That’s where this mission, Operation American Spring is coming from.

Sher: Please give us an overview of what you hope to accomplish with Operation American Spring and how you plan to accomplish it.

Col. Riley: Our stated goal is “constitutional restoration”. We can only do that by removing criminal, self-serving politicians who are in leadership positions in Washington, D.C. We list those on our web site but here is a start of those to remove: Barack Obama; Joe Biden, Harry Reid; Mitch McConnell; John Boehner; Nancy Pelosi; and Eric Holder.

Sher: The new National ID Law–which is eerily reminiscent and has many of the same earmarks of NAZI Germany’s travel restriction laws–are due to be enacted this year and completed by 2017. Both DHS and the TSA have been named as the primary agencies to enforce this “papers please” unconstitutional action. If, indeed, it is being enforced by May of this year, do you see it as being a tool for the federal government to restrict if not stop those who are traveling to attend the D.C. planned protest and occupation?

Col. Riley: Nothing will stop America from going to D.C. unless a martial law is enacted, stopping all traffic completely. But, I’m not convinced our military will obey Barack Obama if he does in fact call for martial law……America will not stand for it for sure. What justification is there for martial law? Operation American Spring is totally peaceful, non-violent, unarmed except for our constitution and Biblical principles. Would a government that adheres to the constitution fear the voice of the American people? A government of tyrannical leaders would…so what do we have. Operation America Spring will be a gigantic, massive gathering of America, reflecting the greatest “Town Hall Meeting” in history, anywhere.

Sher: Are there any particular areas where you need the most assistance in bringing this program into reality? Where can those who want to help you make this effort as successful as is possible get in touch with you?

Col. Riley: Our central coordination point is www.patriotsforamerica.ning.com Those who love freedom, liberty, and want to see our Constitution restored, should join us. Emergency Unemployment Benefits Brief

Expiration of Emergency Unemployment Benefits

Background: Unemployment insurance (UI) is the federally supervised program under which states provide benefits to involuntarily unemployed citizens, typically for up to 26 weeks. The program serves as a safety net while the newly unemployed find a new job.

In response to the 2008 economic downturn, however, Congress dramatically extended this subsidized window to up to 99 weeks–or nearly two years–in some states via the federally-funded Emergency Unemployment Compensation (EUC) and Extended Benefit (EB) programs. The emergency measure was implemented with the understanding that the UI timetable would eventually return to normal (hence its reliance on periodic congressional reauthorization). At the end of last year, Congress passed the Ryan-Murray Budget Agreement to set spending levels for the next two years. The deal did not include an extension of the crisis-level EUC benefits. Instead, all benefits returned to their status quo duration of 26 weeks on December 30, 2013. As in the case of other expanded entitlements, however, the Left has sought to make this emergency subsidy a permanent reality for jobless America via continued extensions. Senator Harry Reid’s latest proposal (S. 1845) would extend the EUC program for three months.

Many conservatives have a number of policy concerns with any such extension:

Increased Unemployment: By extending emergency unemployment, the government hampers the likelihood that the unemployed will find new work. According to a recent study from the University of Chicago, recipients of UI benefits must weigh several economic factors in their job searches. For example, a new position paying $600 per week may prove undesirable considering that after additional income taxes and the costs of employment, the UI recipient will only net an increase of 23 cents on the dollar from what he or she was paid without a job. By these figures, the unemployed are more likely to be selective in their search, take their time and not bother to consider remedies like relocation or industry transition. Prospective employers cannot afford to increase the base pay to hire them. Of course, the longer they are unemployed, the less likely they are to find work, as their skills are depreciated, thus bolstering unemployment.

Historically in the US jobs market, the length of time people are paid not to work bears direct relation to the quantity of unemployed. As Heritage Foundation Senior Policy Analyst James Sherk explains:

Economic research shows that each 13-week extension of UI benefits increases the average length of time workers receiving benefits stay unemployed by approximately one week.

Disincentives to Work: For every group of people who receive out of work subsidy, there is another group from whom the resources are taken. This creates a system in which work itself is the least valuable commodity. The person from whom the unemployment funds are taken is being penalized for having a job, while the person who is given those same funds is being rewarded for not having one. In equally effective ways, both parties are being discouraged from working. The more this practice metastasizes on the free-market, the more we can expect less work, less respect for work, and greater unemployment.

Taxpayer Burden: Since the 2008 EUC Program went into effect, total paid unemployment benefits equals $252 billion. To extend the program for three months would rack up another $6.6 billion, and $25 billion if extended for the entire year. American taxpayers cannot afford such an expense amid mounting deficits and a national debt of $17 trillion.


Room to Fight within the Omnibus

December’s Ryan-Murray budget deal was a bad deal for a number of reasons. One of the primary reasons was that it set discretionary spending limit for Fiscal Year 2014 ($1.012 trillion) a full $45 billion above the level that would have been required by sequestration ($967 billion). While the budget number represents a spending limit, meaning Congress can (and should) spend well below that number in upcoming appropriations, there are policy provisions the House should be demanding in negotiations right now as part of any omnibus package of appropriations bills regardless of the ultimate top-line number.

In fact, the ability to fight for these policies was specifically stated as a reason for supporting the Ryan-Murray agreement by none other than Rep. Paul Ryan, who stated that, “by having an agreement like this…you get Congress to reclaim the power of the purse so that we set priorities. I’m fighting for a conscience clause rider on appropriations because I’m very worried about religious freedom… I can do that if Congress is put back in charge of appropriations, which we are because of this budget agreement.”

Republicans on the House Appropriations Committee have themselves laid out a number of policy priorities worth fighting for. Here are some policy goals that, according to the House Appropriations Committee, would be a good place to start:


  • Include language to increase oversight and protect taxpayers from waste, fraud, and abuse in the WIC program
  • Include language requiring more oversight in the SNAP; as well as language prohibiting advertisements or outreach with foreign governments for the program

Commerce, Justice, Science

  • Include language prohibiting funding for any prison within the U.S. to house Guantanamo detainees, and generally prohibit the transfer of Guantanamo detainees into the U.S.
  • Significantly reduce spending for the Department of Commerce, while providing adequate funding for the Patent and Trademark Office (PTO)

Energy and Water

  • Significantly reduce spending for the Department of Energy, including cuts to renewable energy programs and the Advanced Research Projects Agency-Energy (ARPA-E) program
  • Include language rolling back the President’s misguided Yucca Mountain policy

Financial Services and General Government

  • Significantly reduce the Internal Revenue Service’s (IRS’) budget; include language prohibiting the agency from implementing Obamacare; and include language requiring further oversight into the agency’s political targeting
  • Cut the Executive Office of the President to bring Executive Branch spending cuts more in line with cuts already being absorbed by the Legislative Branch
  • Significantly cut the General Services Administration (GSA); include language requiring additional reporting on GSA property inventory; and include spending limits and restrictions on agency travel and conferences
  • Provide funding for the SOAR Act, which helps low income residents of D.C. attend private schools of their choice
  • Include language prohibiting federal and local funds from being used for abortions, needle exchange, and medical marijuana in Washington, D.C.
  • Prohibit SEC slush fund spending on activities that have not been approved by Congress
  • Include language subjecting the Consumer Financial Protection Bureau (CFPB) to the regular congressional appropriations process
  • Prohibit federal funding of abortions
  • Prohibit any rules or regulations requiring federal contractors to disclose campaign contributions
  • Eliminate the Election Assistance Commission
  • Eliminate the Administrative Conference of the U.S.
  • Eliminate Allowances for Former Presidents

Homeland Security

  • Provide substantial funding for Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), and for visa security and overstays enforcement, to protect our border and the integrity of our immigration laws
  • Prohibit funding for any future “Fast and Furious”-type programs

Interior and Environment

  • Rescind funding for the 2009 stimulus bill’s Advanced Technology Vehicle Manufacturing loan program
  • Significantly reduce EPA spending and insert language prohibiting its efforts to institute certain proposed rules or regulations, including “stream buffer,” “navigable waters,” “new source” performance standards, “silviculture,” “fill material,” and hard rock mining rules and regulations.
  • Limit the ability of the Forest Service or the Bureau of Land Management (BLM) to issue new rules closing off public lands from hunting and recreational shooting
  • Significantly reduce operating costs for the U.S. Fish and Wildlife Service (FWS)
  • Reduce climate change, ecosystem, and administrative accounts within the U.S. Geological Survey (USGS)
  • Reduce funding for the National Endowment for the Arts (NEA) and the National Endowment for the Humanities (NEH)
  • Insert language prohibiting the President’s National Ocean Policy
  • Eliminate funding for
    • Land acquisition
    • The Dwight D. Eisenhower Memorial Commission
    • The Office of Navajo and Hopi Indian Relocation
    • The Woodrow Wilson International Center
    • Clean Automotive Technologies Climate Change Research
    • Community Action for a Renewed Environment (CARE)
    • Brownfields grants
    • Community Forest and Open Space Conservation

Labor, Health and Human Services, and Education*

  • Defund Obamacare and rescind the law’s autopilot appropriations
  • Continue all current pro-life riders
  • Prohibit funding for Planned Parenthood
  • Include conscience protection language for religious and charitable organizations
  • Include language enacting the Abortion Non-Discrimination Act
  • Reduce funding for the NLRB and include language prohibiting it from establishing micro-unions, “quickie elections”, “e-card check,” or attacking secret ballot elections.
  • Include language prohibiting the use of Project Labor Agreements (PLAs) for federal construction projects
  • Include language prohibiting “persuader” regulations
  • Include language prohibiting the elimination of the “companionship exemption” for in-home care providers
  • Prohibit funding for the “Healthy Foods Financing” initiative
  • Eliminate “duplicative, inefficient, or unauthorized education programs,” including Race to the Top
  • Prohibit the Department of Education from implementing “gainful employment” and “credit hour” regulations, or from dictating state licensure of higher education
  • Significantly reduce taxpayer support for the Corporation for Public Broadcasting (CPB)

*provisions taken from FY13 House Appropriations proposal. House Appropriations has not released a FY14 bill

State and Foreign Operations

  • Eliminate funding for the Strategic Climate Fund
  • Eliminate funding for the Clean Technology Fund
  • Fully fund embassy security to prevent future Benghazi-like tragedies
  • Limit payments to the United Nations; specifically:
    • Limit UN Peacekeeping funding
    • Eliminate funding for UN Educational, Scientific, and Cultural Organization (UNESCO)
    • Eliminate funding for the Intergovernmental Panel on Climate Change
    • Eliminate funding for the UN Population Fund (UNFPA) and cap international family planning and reproductive health spending
    • Eliminate funding for the UN Human Rights Council unless it ends its anti-Israel agenda
    • Withhold a portion of UN funding pending adequate financial audits
    • Prohibit funds for UN organizations headed by countries that support terrorism
    • Prohibit funding to implement the UN Arms Trade Treaty
  • Impose new oversight requirements on the use of U.S. taxpayer dollars in multilateral development banks
  • Reinstate the Mexico City Policy
  • Maintain existing pro-life riders, including the Tihart Amendment, the Helms Amendment, and the Kemp-Kasten Amendment

Transportation, Housing and Urban Development (HUD)

  • Insert language requiring Amtrak reforms
  • Eliminate funding for High Speed Rail
  • Substantially reduce HUD spending
  • Prohibit funding for any “new, unauthorized ‘sustainable,’ ‘livable,’ or ‘green,’ community development programs” within HUD
  • Significantly reduce funding for the Community Development Block Grant (CDBG) program

To reiterate, these are all policy proposals put forward within the last year by the majority on the House Appropriations Committee (for more ideas of ways to cut spending, see the Heritage Foundation’s “10 Programs to Eliminate in the January Spending Bill”).

In exchange for giving up so much in the way of short-term spending increases in the recent Ryan-Murray budget agreement, conservatives in Congress were promised a significant number of the policies listed above would be secured. Lawmakers who promised to fight for conservative policies as part of the subsequent appropriations process should be held to that standard.
