1. There’s no question that the potential of the charges reach the level of “high crimes”, so it can’t hurt to write the boiler plate and fill in the blanks later.

2. I agree. But Harry would never bring it to the floor of the Senate. Until we get rid ofnHarry, I don’t think anything can happen.
